This map of the British Isles is by Jan de Lat (fl.1734-50) who worked in collaboration with the engraver Jacob Keizer (fl.1706-50). The first publication is not readily identified but it was later published unaltered by Nicolas Theodorus Gravius after 1777 and Stephanus Jacobus Baalde in 1788.
